There's really nothing we can do. It's important you try to impress on everyone that as peacekeepers to Soul Society, we'll be forced to step in and arrest any troublemakers, regardless of whether or not the Shinigami are in the wrong or not. With Central 46's orders being what they are, there's really very little we can do.
