I'm not kidding folks, a caravan just got ambushed about to wheel into the First District. I tried to intervene, but they burned the whole damn thing. They're not letting ANYTHING get into Seireitei. They're slaughtering livestock and burning the corpses.

You people have leftovers, right?

We have stockpiled emergency reserves, but those won't last forever. I can understand why these people are angry, but for them to destroy the food to spite us instead of taking it for themselves...

Shiba-san, I know they're probably beyond listening to you at this point, but they're more likely to listen to you than anyone the Gotei could send. They have to stop, or the repercussions could be severe. The Central 46 obviously has Seireitei as its priority, and if they view these rioters as a threat, the results could be dire. I will come in person to help, but I don't know how much help I'll be able to provide.

I've been talking with some of them, I've been trying, but all they're saying or hearing is how the shinigami are too busy cleaning up their house when Rukongai suffered a lot more.
